POSTULATE:

The 28th Amendment to the CONSTITUTION of the UNITED STATES of AMERICA


Section One

Any citizen of the USA will not be thwarted, harassed or intimidated from filing a grievance against the government. Any official or other person found to prevent such a filing will be punished according to laws as passed by Congress.


Section Two

Anybody on the face of the earth is not to be thwarted, harassed or intimidated from filing a grievance against the United States government. Non-citizens will be provided a citizen sponsor in accordance with laws as passed by Congress.


Section Three

IT IS ABSOLUTELY, COMPLETELY AND ETERNALLY ILLEGAL FOR THE UNITED STATES GOVERNMENT TO HARM ANY NON-COMBATANT IN ANY WAY, SHAPE OR FORM, BOTH CITIZENS AND NON-CITIZENS.
